函数说明：
循环源组件的occurrenced成员。启动周期与成员国和循环空标记时NULL_TAG是结束在成员返回。

函数参数：
第1个参数为输入：
component代表参数变量，tag_t 为输入参数类型，源组件

第2个参数为输出：
member代表参数变量，tag_t * 为输出参数类型，从源组件当前成员
